FORGE · Solution No. 02
Federal readiness, scored out of 100. Then we close the gaps.
FORGE is the SARTUS federal contracting readiness assessment. It scores a business across four blocks, assigns a readiness tier and names every gap that stands between it and a federal contract. A person reviews every result.

The 100-point scorecard
Every FORGE assessment uses the same four blocks and the same point values, so two businesses, or one business a year apart, can be compared fairly.
- Business maturity 20 points
- Years in business and average annual revenue.
- Foundation and compliance 30 points
- UEI and an active SAM.gov registration, EIN, a registered legal entity, SBA certifications and prior federal work.
- Capacity and performance 30 points
- Documented past performance, federal clients, cash flow for government payment cycles, and federal cyber and regulatory requirements.
- Market readiness 20 points
- Current financial records, a written business plan, a capability statement and a review of agency procurement forecasts.
Four readiness tiers
-
0–24
Not ready
Registrations or records the government requires are still missing. Start here before pursuing work.
-
25–49
Emerging
The foundation is in place. Capacity, past performance and market readiness need building.
-
50–74
Ready to sub
Ready to support a prime contractor as a subcontractor while building toward prime work.
-
75–100
Ready to prime
Positioned to pursue federal contracts directly.
How it works
-
Intake
A guided profile covers registrations, certifications, NAICS codes, past performance and financial readiness.
-
Score
FORGE applies the scoring rules and assigns a tier. The same answers always produce the same score.
-
Gap analysis
Every point not earned becomes a named gap, so you can see exactly what is holding the score down.
-
Report and plan
A branded report, reviewed by a person, and a plan to close the gaps that matter most first.
For accelerators
Programs that assess many organizations need each one scored the same way. The FORGE scoring engine, tiers, gap analysis and reporting can be configured to your own framework:
- Your criteria, questions and point values
- Weighted scoring across one or more assessment phases
- Readiness tiers you name and define
- Gap analysis for each organization, and a view across your cohort
Configuration and any custom reporting are scoped with each program. Your framework and your participants' information stay yours.

FORGE was built by SARTUS founder Mario Torres, a veteran with an MBA in federal acquisition. The scoring rules do the counting; a person reads every result before it reaches you, and the plan to close your gaps comes from that review.
